Retro FPS are all the rage right now. People are making em all the time, there are lots of hungry, talented designers out there. Hire some of them, make a game that is neither the lowest tier mobile thing, or high end triple AAA. That was never Gearbox's realm anyway. The Borderlands games are certainly on the higher end of production, but they are not the huge block bluster franchise machine either. Something modest, but well made, would do Duke just fine.
There are all these games using old engines now, it's clear the engine that Duke should be on: Unreal 1 or 2
