I had a little time so I tried it out. It's definitely still BL2 engine, not updated to BL3. It looks like they made some balance changes to make the DLC more playable when starting with a level 1 character, but it's still the same old Dragon's Keep we remember. Graphics settings were at low/medium by default so it took a few minutes to fix that and of course set up the controls.
The only new content is a cutscene they added at the beginning which recaps the BL2 story. After that it plays that regular cutscene which starts Dragon Keep.

Personally, I have it with Borderlands 2 VR which is also including all of the DLCs at the exception of "Commander Lilith and the Fight for Sanctuary" (but it could be included someday too)

My biggest regret for Tales of the Borderlands was that there is no dubbing for non english languages, while all the other games of the Borderlands licence had

The writting of the vanilla Borderlands 3 have some flaws you can attribute to the novice writters, but its not really "bad"
but in the end, do (the majority of) players really mind about the writting in a Borderlands game, unless its really well written ?

What are you talking about? It's absolute trash! It's so bad peeps stated removing the voice files from the game so that they didn't have to slog through the unbearable abomination of gay jokes and pop culture references the dialog is. Like, Borderlands 2 was cringe at times but the story was competent and Jack was a good villain. Borderlands 3 shits the bed when compared to it. The only thing Borderland 3 has over 2 is the gameplay.
