I'm spotted a pretty serious glitch with PACTOS: if you skip the cutscenes using "alt-fire", he won't actually start moving and the fight won't start. I tried it twice and twice it happened.
Thanks for letting me know, the alt-fire skip thing is just a debug thing I accidentally left in.

I've beaten him without cheating this time, although I did resort to save-scumming. I assume it's possible to kill him legit but very hard. It's really hard to get the timing for the roll and it's also very hard to know when you can shoot him or not. Sometimes it feels like I can shoot him while he's running, however near the end of his run and before he stands and starts to charge up his attack, he becomes immune, which feels really weird, as if there was no given rule or clue of when you can shoot him or not. Also I guess it would be nice to have some kinda of audio sign telling the charge, like you know some kind of robotic/mechanic charge sound. This would also help time the roll to avoid it and the attack would feel less "random out of nowhere".
he does have sounds for all charge 'states', but they could be more distinctive - for what it's worth, his telekinetic protection is actually a physical shield in front of him. You should be able to bounce grenades and stuff to hit him from behind.

But I totally forgot about that and thought it was normal that I had a jetpack; so I used it to land on the building. This time I just jumped down and James went through the building and kept falling... until he even went through the ground, at which point I pressed the jump key and it ended the game.
You should just jump out of the building and wait till you hit the floor, and the ending should play without any input. I'll take a look and see what's up with that.

Resources are earned by buying factories, and they build resources after each mission beaten (including user maps) They don't affect missions (at least in this episode) but they open up the ability to mine for more resources on the moons around the solar system. If you build an airport, you can order a supply drop in missions located nearby (in a preset point in the mission) which gives you a bunch of ammo and armour.

There's some in Megabase, a few more in Dis base in the locked store room (but you need to play as me to use a timeportal) some in Snow base, and a few more in Energeia.

What's the best mission to grind for money?
Well - basically play maps with lots of enemies. Right now you earn 1k for every 30 enemies killed but I changed that to 15 for the next patch...I'd recommend picking a good long Duke usermap and playing through that. The more enemies the better (roch island is pretty fun) For maps in the TC, the Beach map located in Australia is long and has a ton of enemies.

Can I start over a new game on another difficulty while keeping my progress? Or would "DNSKILL" work?
Yep - you can start a new episode on another skill level and all of your campaign progress and base budget remains (There's even a little portal in the EP2 intro map so you can skip straight to the base map - also to save time you can select a character with the alt-fire key to spawn straight in the main base hub rather than the character's room)
