I read that it needs a texture pack, why would I put the map on the server when "new" people that join wouldn't know this and the blocks would look out of place for them.
As MusicallyInspired said there is nothing stopping you from doing this in the current world.
Just protect your area with Factions...

And a deadmau5 head near the Observatory.
I might change it to "Statue of Commander" "Here is Commander; curer of all diseases in all of Minecraftia, winner of all battles and epic bad-ass". Thing is that I have to find a place to build it, I have some ideas about where but I need the perfect spot. I also need the blocks and the shop in the server has inflated prices.

Maybe ranks could have certain capes or capes could represent the players standing in the server? Just an idea.

This is due to pretty much 80-90 percent of the plugins not being compatible with the latest Bukkit API, so they need to be updated by the Dev's of the plugins.
So if you want to continue playing on the server "DO NOT UPDATE YET"

That requires a client mod and people are not just going to install a client mod to join a server. (I know I wouldn't)

I'm still playing single, and upgraded by default (old habit), how long do you think all other servers, including yours, are ready for village kids (new feature) ?

I thought since Mojang hired those Bukkit guys that development would go either slower or faster.

The issue is that because the bukkit codeing language has had changes that all the plugins that worked before need to be recompiled to work correctly in Minecraft 1.2.3
So I could update but it would be completely vanilla and have no plugins and be open to griefers to come fuck the server right up which no one wants.
Once the major plugins are updated to work with the dev builds of bukkit I will update.
