Fair enough, though, if you don't want a third-party client (Forge).

It lowers the player count of the server dramatically if I were to install mods that the player has to install a client/edit their JAR file etc.

Remember, most players of Minecraft are under the age of 15...

Like I said, fair enough. :P I must say, Forge requirement never crossed my mind seeing as I use MultiMC and it's so easy to get Forge that way.
