Left and top of game doesn't render in windowed mode

When I try to to run either EDuke32 or Mapster32 in windowed mode, no matter the other settings (texture settings, rendering mode, resolution), the left and top parts do not render.
I've also tried the Non-SDL build, and the same thing happens.
I'm using an AMD Radeon R9 390.

I'm unsure as to why this is happening, apart from maybe me using an AMD card. I've tried updating the drivers and changing various settings in the AMD software to no effect.
