Civvie basically hits it on the head. The only reason the DLC is more bareable is because all the shit is done with more brevity. That's it. It's still dull mish-mashed gameplay for the most part.

Not only, its because there are far better jokes, voice performances and atmosphere (especially the burning bush) and of course a character who is not a soldier, an idiot or a Duke worshiper (who either want to bang Duke or ask him an autograph) : Doctor Proton

There are other things that could be changed by modding :
remove the weapon limit and rebalance them
change the duke vision
etc...
