They are picked randomly (i.e. in sprite number order) among the enemies that you are facing and can see. I'll add some prioritization, but it won't be designed to favor tougher enemies. For example, if there are a bunch of weaker enemies with shotguns aound a cyberdemon, I would much rather take out the weaker ones first -- I can dodge rockets but not shotgun, plus the weak ones will die right away, reducing the number of enemies I have to worry about. So what I'll do is leave it more or less random but make closer enemies higher priority.
