Atractiveness is a relative thing, I've meant "perfect" as in lacking imperfections, not ideal beauty - great skin, no quirks in proportions, characters that supposed to be hand-to-hand fighters without a single broken nose or a chipped tooth, etc. I don't think everything should always be super realistic, games are often a getaway/fantasy after all, but I feel that leaves a ton of tools that could used to add even more interest and definition to a character left unused, because they would compromise their attractiveness.
Although I guess what I've said mostly applies to female characters - looks like having warts, being ugly, scared, skinny or obese are visual traits that are actually used in male character designs, I wonder why
I agree that there's way less characters designed with being attractive/sexy taking highest priority in western games - I think it's a result of an ongoing change and I think it's the step in the right direction. I'm not in favor of making everyone "ugly" - I just hate when "sexy" takes priority over common sense and suspension of disbelief (stupidity like armor bikinis, or tits or ass up the camera pose in a context that makes absolutely no sense) and I wouldn't mind things being a bit more diverse, since that adds interest. Although that has to be done as well - for example I hate adding minority characters just for the sake of adding a minority character, usually that results in a token character or a walking stereotype - which doesn't make a compelling character nor broadens your horizon.
