It's part of the Duke Nukem 3D entry, along with the other three add-ons you don't see.

For newer Duke Nukem enthusiasts, this could lead to some confusion.

I've got it! They could call it "Duke Nukem 3D: Hail to the King Collection"!
No one's using that, right?

We've created these various versions as we've had some people ask for them. As for the old console versions, it's something we are always considering but we have nothing confirmed here yet.
It when I was asking about The 3 Duke Ports that you see on steam

There are only two. The 2015 Kill-A-Ton is a strict subset of the 3DR Anthology--there are no new game entries. It's just a smaller bundle.

Soon as I first saw this thread that's what I immediately thought this was and got all excited.

I can't wait for the re-re-re-release that will include all of the above plus never before seen beta maps.

While Sunstorm's own levels weren't that bad, and I liked the new enemies, the strongest reason to include it would be for the sake of completion.

As I told 3D Realms, "Duke Xtreme and the first Duke!ZONE are not suitable for inclusion because they are merely loose collections of maps."
I can't speak for 3DR, but theoretically there is nothing stopping them from updating the entry to include them at some point in the future. After all, Anthology owners got the four expansions included now in addition to the new Kill-A-Ton buyers.
However, I don't think they are currently willing to spend the resources to devise a cross-platform solution to list and launch all these loose maps, and that would be beyond the services I could offer as an unpaid favor (not to mention with the short turnaround that was requested).
I will see what I can do for HTTKC. No promises.

It usually is illegal. I remember most .WADs and .MAPs in the 90s included boilerplate README files that basically said at the bottom "Do not distribute for commercial use". Per the DMCA, that is grounds for legal action were someone to do so.
Now, whether or not the map author is able to win a court battle against these huge gaming companies, well, that's a horse of a different colour.
