I already had Outlast, but not the DLC thingy. Will I lose the DRM free version of the main game because I can't add it to my Steam account anymore?

I'm not totally sure what you're asking.
The Humble deal has four parts:
Direct (or torrent) download the DRM-free version of Outlast
Direct (or torrent) download the DRM-free version of Outlast:Whistleblower
Redeem the steam key for Outlast
Redeem the steam key for Outlast: Whistleblower
You can redeem any part, or all of it.
In your case, ignore the steam keys and download the dlc, if that's all you want/need.

The DRM version is not tied in any way to Steam keys at all. That's why it's DRM free.

Do I have this backwards?
I thought DRM was a method of distribution control, (e.g. steam keys).
I haven't tried to install the direct-download files, so I assumed they weren't controlled & could be freely distributed without them being bound to one computer or user.
Fix my understanding if I'm off-base on this.

I guess the way I worded it was kinda hazy. Sorry.-
Just to be clear: The direct downloads of the game and/or dlc from Humble are not tied in any way to steam or steam keys. Redeeming the steam keys is optional. (or you can do both methods i suppose, if you want the game on your comp in two locations)

Codemasters have a BIG weekend sale right now. They make the best racing games in the industry, so it's worth checking it out!

III is okay if you want to learn the semantics of a civilization game, but it has some quirks - like being able to move game pieces all the way across a continent in one move on railroads.
I found IV a bit better with its mechanics, and it had more political options with diplomats and spies.
But be warned that you probably aren't going to like it unless you enjoy turn-based strategy games.

It's just not what I was expecting I guess...
Also, I just realized that a game in which you ran for President would make an amazing turn-based RPG. The battles would be debates.

Also, A.D. 2044 includes two free games (albeit in Polish), and Stronghold includes a minigame called "Super Castle Attack" and Classic Stronghold for Mac AND Windows, so technically you're getting at least SIX games for free. Good stuff all around!

Also, Deus Ex: Mankind Divided is free to play for a couple of hours yet, with the game being 75% off up to tomorrow.
Tried it out myself, but even with the "low" preset and frame rate over a 100 there's a nauseating sort of input lag present that I can't get rid of, so no deal.

I got it when it was 9.99 and thought it was worth it. (it was $20 each for D.C. & Caribbean back when they came out - I managed to get them $10 each on sale back when Game Stop [Babbage's] carried PC games)
At 6.79, definitely worth grabbing if you don't have it yet.
