Yup. It was a presentaion of DNR project for Gearbox.

1) Good gamedesign (rainy LA, usable stuff on level etc);
2) Duke can use ladders which can be seen at start of Hollywood Holocaust level as on photo:

3) Nice pistol: hybrid of original pistol and DNF's colt, kinda DN64 version but better:

4) Duke can use soda machine.
5) Duke's HoloDuke had been buggy (without any kind of animations).
6) Early version of multiplayer with DukeBots.
7) Maybe version of build is earlier than TerminX one.

So, now the person who had showed video is not my friend. Anything that I can say that he's a good cosplayer of Duke and he's developer of "commercial" Duke-a-like project.
