Technically, that's impossible as you cannot destroy matter (or create it) - you can only turn it into something else. Water actually isn't that hard to make in the developed world as far as I know and rather a lot of places have more than enough of it, may as well try turning it into fuel but I do wonder why it's taken the world ten years to pick up on this when some desert freak in the US was doing it years back and unlike most of those people, actually had proof that it worked so far as I remember... Who knows.
