I want to offer this download on my site. However, I noticed he has included a modified version of the Duke3d.GRP but it looks to contain all the Atomic 1.5 content. In theory someone could use this to launch the original game? Is it legal to distribute this now? I just want to make sure I'm not overstepping my legal boundaries by hosting this download. Thanks!

That does feel like it's overstepping the legal boundaries, if it has a complete Duke.GRP file. I'd say it's better to be safe than sorry in this instance.

a lot of files in that folder can be removed, I tried deleting most of them that seemingly not needed for the map to work and it was fine, except I accidentally deleted something that made custom sounds work. Someone who knows eduke moding better than me could help clean up the package.

The author just ziped the entire folder without removing anything. The map itself is brilliant, A version could be made without the GRP.
