I can run the latest Eduke32 with the latest high res pack fine in single player, but it stalls and never launches when I try to play it online with dukonnector. It does this even if I am hosting. before it stalls it says "Resizing code buffer to 16518*4 bytes" and then says network retrying and shows my friend's ip. I have no idea how to fix this and I have searched all around the net. There is no reason at all why I should be having a problem like this. This is my PC specifications:
Motherboard: Asus P5N-D
Chipset: nvidia nforce 750i SLI SPP
Processor: Intel Core 2 Quad Q9650 @ 3000 Mhz
RAM: 4096 MB
VideoCard: Nvidia Geforce GTX 295

Honestly, it looks like your friend didn't open port 23513.
My friend has that port open and even if he tries to connect to my server it doesnt work and I'm not connected to a router.

Honestly it seems to me that it may be a memory error rather than a network error, but I'm still no closer to figuring it out. Neither of you told me what "Resizing code buffer to 16518*4 bytes" means and why it could make me stall. my friend has the exact same files as me and has no problem at all.

You don't need to worry about the code buffer as that has nothing to do with your game.
From what I can see and what TX said it seems to me that he still has not opened there ports correctly.
Also you should be using YANG as that is the new and better program that everyone is using today as it supports all the Duke ports and Shadow Warrior ones.

Yup, go with what The Commander says above, and then use Hamachi if you're still having problems.
The good thing about Hamachi is that it does not need to be set up for any particular program. Just run it, join a common Hamachi network with your friend on the other end, and you'll both be assigned custom IP addresses by Hamachi. It's very easy to use and comes with documentation (that you won't really need to read anyway).

me and my friend tried to play tonight with him OFF his router and it still didn't work. It's not his ports and it's not my ports since I have no router.

Then your firewall or virus scanner programs are blocking the connection.
