They did this with the first one too. They didn't finish a full script before trying to put the deal together and it fell through. I'm not sure how far Scott Faye got before things fell apart, but I know the general framework for it was a shit show.
They really need to finish a script before they start talking about making a movie. No script, no foundation, and thus no point.
While you're right, this is how Hollywood works these days for most blockbuster type movies it seems. Star Wars episode 9 doesn't even have a script yet, JJ was talking about how he'll figure it out etc. Where as "spec scripts", cool scripts that get buzz for being good, end up getting made on their own merits.
That said, writing seems like it can be pretty quick at times, a few months etc, so hopefully they get somebody on board who gets it.
I'm still optimisticly looking forward to it, it'll be cool to see a Duke Nukem movie hit theaters. Just indeed, hopefully they do it right, and it's not another Max Payne movie type deal.
On Jon St John, I know he tweeted an opinion on this movie, but hey I say give him a cameo role. That would be fun, and is usually the go-to move for this kind of situation. Playing a radio DJ or something holed up somewhere in one scene.
