B-B-BUT MUH SUPERIOR DRIVERS! Is there any way to fix this shit? I'd use Google but I feel like complaining on a forum.
I love how you spend $400 on a video card and it STILL has this issue.

There are other causes as well... Bad system RAM, bad drivers, corrupted cursor files (had this happen before with funny results.), etc. If you gone through several cards, it's unlikely that it's a GPU issue. (Unless you constantly deal with a shitty reseller or manufacturer who are selling bad cards that didn't pass QC or some shit.)
Try going to control panel -> system -> advanced system settings -> advanced -> performance settings -> adjust for best performance -> apply. Tell me if the problem still occurs.

I didn't violate his patent. I used Poland Spring bottles instead of Mountain Dew™. It's less aesthetically pleasing but my patent attorney said it was kosher.
