Title. Windows 10.
When this happens, though my cursor appears, clicks will not interact with any open window or application sans one. In fact, clicking de-values the active window as if I'd just clicked on another program. The only way to change the active window is alt+tab, and the only way to actually interact with any given window is through keyboard-only commands.
Experimentation has led me to find that it gets fixated on particular applications. That is, there is only one program that the mouse will work on at any given time. Closing whatever this program is at the time will make it only default to either the task bar or explorer. Seems to be random whichever it latches on to.
Restarting explorer.exe doesn't fix it. I have no means to restart the cursor itself that I'm aware of.
It's a serious problem and I have no idea what unfucks it. It just seems to do so whenever it feels like.

Does this happens with all applications or the mouse just gets fixed to any particular application?
If it happens when you close a particular application then try checking task manager and ending that application's process
My apologies if I misunderstood your statement.

I used to think it was exclusive to LZDoom (and particularly when loading a specific mod) but it just happened to another fullscreen application.
I looked at task manager and the app didn't seem to be open anymore after closing.

I'm beginning to realize the thread title isn't as accurate as I originally thought. But at the same time, I don't know how else to describe it. I've tried to google this issue but without a way to really describe it let alone sum it up, I've not had any luck looking there.

Try to Alt+Ctrl+Del --> change user, then just enter in the exact same account again, the cursor should work now (hopefully).
I think is a problem of focus on Windows itself that they never fixed, this often happens with GZDoom too, indeed when the cursor come back under user's control, it may need to kill the process of that program that still runs.

Well...that's discomforting.

Given the high incidence within this port family in particular, I wonder if it's a trait that goes all the way back to regular old zdoom.
I'd like to test out your advice, and I will... as soon as it happens again I guess. I still don't know what the circumstances are to cause it. Someone I talked to about this said that MMB may also help fix the problem, which made me wonder if that was also the cause...? Like it was stuck trying to scroll? Anyway I tried to trigger it in LZ but it didn't happen. But I'll still try the MMB next time.

Does anyone happen to know what program or service handles the cursor? If it's not explorer.exe (and it still could be which is really not a good thing for me), what is it? If I could reset the cursor from wherever in the OS that's handled from, maybe that would fix it.

What error message do you get when opening the app?
