Computer build issues

So i'm building a computer for my wife and, granted, it's been a few years, but I think i'm fairly competent to do it.

So, it won't power on. LEDs on the mother board power up, along with a white light which, if i'm reading things right is something to do with the video card.

LEDs come on, hit the power button, nothing. The fans don't spin up, nadda. When I plug in the USB cables the mouse and the keyboard both light up, so I know those are working.

I tried pulling a woefully underpowered power supply out of an old slim-line that I have to test to see if it was just the power supply, but I got roughly the same outcome when plugging it into the CPU and ATX power cable. Just the LED lights on the board. No spin up of the PSU.

Hardware:
EVGA 700 GD 80+ Gold 700W
Geforce 1050ti GTX
ASUS Prime Z370-A II motherboard
Intel Core i5-4430 Quad-Core Desktop Processor 3.0 GHz 6 MB Cache LGA 1150
G.Skill Ripjaws V Series 16GB RAM
AeroCool Cylon RGB Mid Tower with Acrylic Side Window, Black

I was careful not to touch the board. Only other thing I can think of right now is that when I mounted the Mb into the case I failed to mount it properly and it's touching somewhere. It doesn't look like it is though. Visual inspection shows no sign of arcing or any damage that I can see.

Any thoughts or trouble shooting suggestions would be great guys.

off the top of my head, look for a reset jumper on the mobo or take the battery out for 30 mins, then if that doesn't work read up on the mobo specs/troubleshooting...
I doubt you've shorted it, it's harder to do than they say.

I'll give that a try and see if anything changes.

I did the paper clip test on the power supply, it works just fine. The motherboard still lights up. I took it out of the case just on the off chance there was some bad contact going on somewhere. It still acts exactly as before.

Then I looked closer at the CPU chip. It's bent on one corner. Now, I know that's not good, but is that really all it would take for it to just not work at all? Do I really have to fork over hundreds of bucks for another damn CPU? I don't even understand dhow that happens. I was as delicate as I could be with it.

Any pictures about this?

For LGA CPUs you will have to have a VERY good contact, it's not uncommon for a system not to boot up after transit until you re-seat the CPU.

The CPU fan should at least spin up on boot, PSU might not always spin up initially.
If the CPU fan refuses to spin up, it would sound like a bad motherboard to me.

Try starting without a single RAM stick and see if it changes anything.
Also one good tool is to have a beeper attached to the header, you might hear POST codes that indicate what is wrong.

Well. I literally uploaded a video showing the CPU and the situation currently...

walked away while the video was processing on my computer. On a total lark I reset the Ram sticks, pulled them both out, tried to boot it. It worked.

Then I put one stick in. Worked.

Then the other. Worked.

I'm confused. I'm elated. I'm confused, but elated. Everything spun up. Everything was working.

I reset those sticks a thousand times. I tried both pairings and singles. Now it just works???? WHAT?

Well, thank you everyone for your brain power. It helped.

Welp, now i'm having issues with input. Guh. Got it all back together, and plugged in everything. Monitor does not receive any signal.

Welp, i'm back to being at a loss.

I've tested the monitor on my computer and it works. I checked to see if the HDDs were cycling up. All the fans are coming on, the video card is lighting up. I double checked the compatibility of the hardware, I checked to make sure the RAM was seated. All of that checks out. The only thing i've read that gave me any clue is that sometimes HDMI wont work until you install video drivers. I tried to plug into the on board HDMi port as well but that didn't work either. So I ordered a DVI-D cord and a VGA to DVI-D cord and i'm going to see if I can get it working that way.

I'm really lost. I don't remember my build being this finnicky.
