I've been requested to do this, and I finally reached a point where I'm happy making it public.
A few slide-over comparisons

If there's any interest I can upload the video somewhere for download to avoid YouTube recompressing it. Thanks to elfor, FutureTime23 and Cianez for feedback
and before anyone asks, I currently don't plan to upscale the 1998 trailer

So this is basically what it would have actually looked like without the muddy recordings.
Awesome.
Awesome.

Futuretime asked me if I could enhance some clips from different DNF trailers. Here's one, the stadium fight from the Bryan Brewer demo reel.
Unfortunately, I don't think the video is of high enough quality to get any acceptable results from upscaling. This has only been cleaned up using a special model for heavily compressed video, then upscaled using regular bicubic scaling (to take advantage of the higher alotted bitrate)

Yeah, I think this is as good as it'll get, plus I got a ton of other projects to work on.
In addition to upscaling, I've generated new in-between frames to replace duplicates (for most of the trailer, it's been excluded in scenes where the result was more annoying than the stutter)

Wow, what program or programs did you use? Definitely improved!

ESRGAN with multiple models (they are listed in the youtube description) for upscaling. Avisynth with MVTools2 for motion estimation
Decided to make some slide-over comparisons
