Last time I was modding Duke, it was on a win98 operating system over a decade ago. A lot has changed since I now regained interest in the game and modding it, and a lot has happened since then.
I've browsed around to try to find some utilities for editing art files that is native to modern OS, but it doesn't seem like any of them are updated to be compatible with Win 7/8/10 etcetra. Is Dosboxing editart the way to go now? Or is there a less cumbersome solution if you want to edit the art files and use the classic style with the 256 color palette etc?

You can use BAFed
https://forums.duke4...s-editor-bafed/
to edit tiles.
You still can use DukeResArt, to do .grp editing
http://dukertcm.com/.../dukeresART.zip
and the motherload of tools
https://forums.duke4...-modding-tools/
this should you get started.
