You're discussing two separate options.
Classic vs. filtered describes texture filtering (i.e. blurring). You can search for what this means.
GL texture quality, full / half / "barf" (i.e. vomit) describes whether we should downsize GL textures to save VRAM and buffer transfer times, and by what fraction (1/2 or 1/4).
