It will provide the motivation to develop something for Duke, it will also display to other members all the merits of a particular person.
Cups
Cups can be given for everything: map, mod, art, composition etc. Golden Cups are the rarest and Metal Cups are the most frequent. For example, Gambini and Mikko deservers Golden Cups for Duke Nukem Forever 2013 Mod, Merlijn v. Oostrum deserves one Golden Cup for every map of Red Series. However, map like this deserves only the Metal Cup.
Other awards
Med bottles are given for donation. It can be money, game code etc.
Police badge is given for the "law guys". Actually I don't have strong concept for this award. Maybe it can be given for proof or something like that.
Community Builder is given for members who are very active in the discussions.
Duke Sign is given for members who take part in community mods, maps etc. For example, this sign can be given for everyone who took part in Duke Hard episode.
How it will look
It will be addition block above "My Information". Each award is a link for what it was issued. If you hover your mouse over the award, you will see text for what the award was granted.

1] We are all going to judge.
a] We need to add some kind of rank system. Just vote 1-5 and at the end we will have average result. 4,5-5 is golden cup, 3,5-4,5 is silver, 2,5-3,5 is bronze and 0-2,5 is metal one.
b] We can give cups for the amount of up votes. For example: 30 < more is golden cup, 20 - 30 is silver, 10 - 20 is bronze and less > 10 is metal one.
2] My experience tells me that people really care about such stuff, if you don't it is pretty ok. By the way, it is not the onliest point to add awards. For example I'd like to play your maps. So I will go to your profile and look at your awards (All awards are signed and all of them are links to your product). If I have free time and wish I will play all your maps or I can play the best ones.
3] As for the last 20 years I really don't know how to implement it. Maybe the onliest way is to spend some time and give all awards. And I don't think that all mappers since 90's are still here.
4] My example about DNF 2013 should be understandable, it's the most popular among all people, not only among our community. AMC and WGR and other mods deserve Golden Cups for sure! However in Russian Community where I am the lead, I think only 5% know about AMC, and 80% know about DNF 13. I've posted all releases, videos, but people hyped DNF more.
5] I'm just a member who offered unfinished award system. I'm going to draw new awards which were mentioned above and remove that cop badge. I need your advises more then critics.

having people "vote" on your work opens the door for them to "vote" on you, not your work. You can have a really nice project, but if you're an asshole the votes are going to reflect that - and somebody "not in the know" is going to assume your work is mediocre or shoddy.
You want a ranking system for project quality - pick a person, or a three person panel, and have them judge.
You should also provide a dirty old dog dish along with your cups. Inevitably we get people on here that spend 15 minutes making a map and think it's the greatest fucking thing in the whole world; then throw enormous fits when people try to give them constructive criticism. They completely disregard anything anyone has to say and a week later they spam another 15 minute project claiming their skills have vastly improved and now this is the greatest thing to ever grace our pathetic existence.

Mikko is still reviewing maps, he could be considered a silent third vote? And Forge is reviewing maps as well and is willing to risk the abuse right here on the forums. He should be the lead. The third could be an active good mapper, too many to mention.
