Best city-themed usermaps?

Unfortunately the downloads don't seem to work but the website has a great explanation of the maps and their prominence in the history of Duke modding. You can download them from MSDN or Scent-88.

All maps done by a guy named MRCK (ck3d here). His city maps is probably the best ones after Roch series.

I would also add 'AMC pleaser' to your list, I recently replayed it and I thought it did a perfect job of combining more modern design with the classic style. Also has some great usage of shadows and lightning.

From the standard city maps, try Traffic Jam, a beautifully constructed oldie that almost looks like some level lost from the original game. And of course Sewer and Sweeney is there too from Levelord...
Not necessarily a city map, but the highway fuel station level in Lost Highway can also count as it feels like city most of the time.
Honestly I despise the Roch maps by myself. Their gameplay (to me at least) is rather horrid with a mish mash of monsters everywhere, the oh-so-bright construction become boring and bland after a while, and the inner rooms are lifeless. I give credit for the effort, but the maps are not my taste at all.

Randy's maps for example (not counting Pigsty, which is a Levelord map) have bigger scales than normal, and that alone make those maps look less "in house style" than both Levelord and AHB maps. It's quite clear from the level structure that Area 51 and It's Impossible are made by the same person. The inner design is a lot different (more realistic, but less attractive) than let's say Derelict, which is much more in-house and has areas that clearly remind me to Death Row, Fusion Station etc. Other minor things like the same button puzzle that had been used in both Impossible and Queen is also telling.
AHB's and Levelord's style is also a lot different. Levelord levels are more dynamic, but less realistic, and that is obvious when you compare their space maps and city maps. Incubator and Warp Factor are clearly a one man's design, also the same goes for Spaceport, Tiberius Station, Lunar Reactor and Dark Side. The city maps in E1 and E3 are very different too with Freeway is a lot closer to E1 than any other levels there.
The only levels that somehow look less Levelord and more AHB, hence can be misjudged are The Abyss, LA Rumble and Sewer. These are very close to the AHB style with their more adventurous feel and more realistic design, but less dynamism. I actually prefer AHB to Levelord, despite I appreciate the latter's maps and style as well.
Keith Schuler's sole level is Critical Mass, an excellent level which is a bit close to Randy's style, but then you can see the connection here to Shadow Warrior, where Keith Schuler was one of the most frequent leveldesigners.

Where to begin? I only play vanilla themed maps. With that said, one of my highest recommends has to be "Doom City" which is at the Repository. It's large, it has many environments ranging from the street level city, to a large subway system. Very challenging gameplay too. A must have.
Nuke City is another. Lot's of amazing roof action on that one.
City of Screams is an old classic, lot's of fun.
Map's 8 and 9 of the Metro Mayhem series (I think 9 is Meatball Submakin')
That is a few to get you started.

Since the OP wants to make city maps and see some good examples, I also want to reco Level Lords two maps "Sweeny" and "Sewer", both at the repository. These two maps are an excellent example of what can be achieved.
Level Lord is a master mapper of course, and with those two maps, it really shows. I think he was able to create whatever he wanted and break some barriers since these two maps would not get into the full game. His trademark is evident from the very start...many different paths to choose from, that end up at the same place. Therefore, the maps can be replayed trying different routes. this is a key factor in his maps. It increases the fun factor by a lot.
Level Lord also throws many monsters in those two maps, almost too many. You have to be on your toes. Playing maps as I do only on "Damn I'm Good", this gives me the ultimate challenge. He has different weapon placements depending on which route you decide to take. He likes explosions, and as you go through his maps, it is a dynamic adventure...there is never a dull moment.
