First of all, Total Meltdown doesn't use any "palette", it works with true color. That said, I am willing to believe that the sprites, excluding the new ones, use the same palette from the PC, but undergo some post-processing that make them look different. LeBuild seems to use a similar function, and the sprites looks very close to the PSX.
