I just found how to do it. You need to edit your save file and add a few lines:
Uploaded with ImageShack.us
Screenshot to show it works.
Anyways open your save file and add this line:
Expander___0 to the part of the file where it says Weapon=X
Next, add this line anywhere in the save file:
Class=DLC03_Game.Expander Name=Expander___0
{
Ammo=ExpanderAmmo___0
AmmoLoaded=16
bActive=False
Charge=0.000000
Health=1.000000
HealthCap=1.000000
HealthMin=0.000000
bHidden=True
bWillTravel=False
Owner=DukePlayer___1
TravelLocation=(X=0.000000,Y=0.000000,Z=0.000000)
TravelRotation=(Pitch=0,Yaw=0,Roll=0)
}
Class=DLC03_Game.ExpanderAmmo Name=ExpanderAmmo___0
{
Charge=16.000000
Health=1.000000
HealthCap=1.000000
HealthMin=0.000000
bHidden=True
bWillTravel=False
Owner=DukePlayer___1
TravelLocation=(X=0.000000,Y=0.000000,Z=0.000000)
TravelRotation=(Pitch=0,Yaw=0,Roll=0)
}
The owner of the weapon must match the player's name at the top: eg. DukePlayer__1
Edit: Well it seemed to work, but I got this message that said make sure you aren't using some external tools because the Steam Cloud can't sync. Basically I guess it worked, then Steam checks the files, and resets everything.

Awe yeah 3840x1024, so (x3) 19inch LCDs using a Matrox TripleHead2Go? or Crossfire? or 3D Vision Surround? Either way very nice.

3x24 inch @ 1280x1024 each. At any rate, it seems Steam checks the files and resets everything like it does with the console key thing. Maybe this is just limited to Steam, since I know Xbox users can edit their save files with DNF.
