I know there are new maps for Duke Nukem 3D to download, but I don't know exactly how is it all the process.

1) Which version of which Duke Nukem do I need? (where do I get it?)
2) Patches or something that I must have in order to function all correctly? (where do I get it?)
3) Where do I download the maps? (popular places at least)
4) Anything I'm missing?

I can't help much with those questions except the 3'rd one...
The most popular place i reckon is Planetduke.com's AMC maps... http://dynamic.games.../~amc/index.php
They get updates from there about once every week...

Depends on the content in the map. This is normally something spelled out in a text document with the map. There's actually a template that mappers should follow with their text files included on the disc IIRC.

3D Realms has them if you need them. Check out their downloads page.

As much as I dislike referring to Gamespy -related sites, PlanetDuke has a pretty decent listing of map sites.
