Windows XP has never been better than any released build of Windows 7, ever. Anyway... you can run flawlessws.exe from your desktop in 7 if you set the compatibility options to report that it's Vista instead of 7. Who knows why that makes any difference at all.
Xp was better for me in the first 5 months from windows 7's release date because it just felt a better version of vista but not a perfect system as xpsp3 was for me..
I didn't like 7 too much I just liked it 50% more than I did vista and I hated vista with a passion

As a matter of fact I still hate some features from 7 to this day. Like the search that it uses vs the windows xp search that was much easier to use and wasn't a resource hog.
I don't like how you can't move the icons where ever you want inside a window and have to be constrained to a locked align to grid mode just for the sake of order in the window.
I am also not a very big fan of the huge status bar of the windows 7 window interface.
I have other things that annoy me that I could list here for at least 10 more minutes but this is not the point.
Windows 7 is better for running the new apps and that's what it matters.
