You have to decompile the models, open the .smd in a 3D modeling program (3DS Max, Blender, or Milkshape) import the animations in the sequence that they need to be within the model(or animate new ones). Export to an .MD3. Setup the def file so that it reflects the animation/model/textures properly, and there ya go.
You'll have to convert the VTX/VTF files (the VMT files are not important, they're HL2 texture definition files) to TGA/PNG with VTF Edit:
