People already know I'm making a commit driver, but in this particular post, I want it separate because I'm in need of a free hosting service which one member could almost provide.

Here is what I am specifically looking for when looking for a host:

1. Fees must be $0. Meaning I cannot pay for the hosting.

2. I must have the ability to upload any file to the server easily. using FTP is preferred.

3. The server must have a way to process webpages dynamically. PHP is common and acceptable.

4. The server must allow some kind of data storage. MySQL is OK. Flat file storage is also OK but could get messy.

5. The server must allow ALL HTTP requests from my driver provided I give special HTTP header tags the server agrees with. In most cases, I could get away with normal requests, but some servers might act awkward.

6. The bandwidth limits need to be unlimited or extremely high because there will be tons of requests to web pages so people know live stats of each lobby including who is and isn't currently playing a game.

7. Storage needs to be modest, but most importantly, reliable, and writable. The storage size of 100 MB is plenty to start but if the site becomes very popular, then this number might need to be increased.

8. The server needs to serve as many web pages and files as possible in a short time. This means the server needs to have lots of RAM installed. The last thing people want is to wait for a simple page to load.

and as a bonus, 9. The server shall not add its own advertising to anything it serves to the user. This includes embedded and pop-up advertising.

If anyone knows of any server that can satisfy all of these requirements, then let me know and I'll check it out.

You should subscribe for AWS free tier (which you can use for free for 1 year from my recollection).
Azure also offers similar options but might require that you have an existing office666 subscription to get easier access to those.

For the free tier machines you should be able to get your test setup up and running, assuming you have already a setup done inside a VM or an existing system.
You won't get much speed, storage, memory or CPU but it should be enough for i.e. minimal nginx + php-fpm + mysql setup.

And now to the elephant in the room...
I hate to break it to you but your request initially asks for a testing environment and then you proceed to propose what is hypothetically a "production" setup with heavily increased usage under the same deal.
It's not really a proposal many might be comfortable with.

Not to mention that any sysadmin would usually like to know what they are hosting, i.e. hosting your code on github or detailing a bit more on what people would be running on their system is a start.
I wouldn't want to deploy unknown php code on my systems
I also understand if you don't want to openly share it here but the point still stands.

I know people are in trying times to make ends meet but at the same time, people want to have fun playing duke nukem. That's why I made this thread. Maybe someone out there has the resources already in place they're willing to offer from the get-go. People will also be disappointed if the driver becomes so popular and they see errors about bandwidth or disk space

I'm pretty sure I shared my idea but I'll share again. The idea is instead of having to download a windows client to load game lobbies that people can join and play games, I want to make such software as a website instead, so the only thing people need to download to play duke nukem online is simply my driver which will be very small in size. My idea will greatly benefit those who only have an MS-DOS setup (no Windows). The server's main task is to tell users (by serving relevant pages) how many users are in each game lobby and if the lobby is available etc.
