Not sure anyway, it seems first person view only and not that cartoonish.

Nah I don't think that is it actually, but the style looks pretty close. I think the graphics and music are a bit too good though, and this seems to have been released in 1996. I believe it was in 1995 I played the demo. I guess my memory could be wrong also so I need to watch some more clips of this.

Not that game either. As I said probably very obscure. Probably sucked anyway. And also I need to keep in mind that my memory might be making things up.

Holy shit I think you hit the nail on the head... This seems very familiar. Checking some videos, but yes. I think you solved the mystery.

Lol, I looked for games that resembled the one I linked before since you said the art style was similar. Team work saved the day! World Rally Fever had sheep that you could run over.

"Sub Culture", 1997 from Criterion Studios and published by UbiSoft. Shares similarities with the set of Archimedean Dynasty, it's sequels Aquanox 1/2, Critical Depth or Treasure Of The Deep (even them games that you could consider quite forgotten).
Among the unknown creatures that inhabit the ocean depths there are humanoids no more taller than one centimeter resident in colonies. These colonies are divided into two factions: Procha and Bohine, always fighting each other for supremacy. In addition to these there are also the Pirates and the Brotherhood of traders. In all this we are Bubba Kush, an independent seeker and seller of a very demanded multi-purpose mineral called Thorium. One day, backing to his home, he finds out that the habitation got destroyed by a can thrown from a human boat. There is nothing left for him now, submarine apart, so all he can do is descend into the depths of the colonies doing the free-lance mercenary/merchant, taking advantage of the competitions between the two civilizations.
Like most games of the period, to get the maximum graphical performance you would have
needed a video card with native support for 3dfx, PowerVR or Rendition graphic chipset. All the others are supported trough Direct 3D, however it is possible use a Glide Wrapper to obtain the same results of a 3dfx.
Surprisingly, it even exist a little Hires Pack made by ccalonnec.fr Computer Trivia. Just extract and replace all the files in subculture\gametex folder.
Sub_Culture_RTP20_750.rar (2.59MB)
Number of downloads: 266
It should work without any particular compatibility trick, but eventually you can always follow these or these instructions.

So I played this game. Perhaps a demo? Many many many years ago. Primitive 3D graphics. Zombies. Top-down view (though slightly angled) If I recall you moved with arrows/WASD. Basically you had a helicopter with limited fuel, and you would choose where to land the chopper, explore the area for supplies, and then leave again.
Have not been able to find it, or figure out what it was called. It felt like a prototype to me. Could have just been some asshole's random little game concept thing that never went anywhere. I can't remember if it had music or anything. Just that, even for the time the graphics felt primitive. Almost like Alone in the Dark, though not quite as stilted. Everything was basically done in solid colors or low rex trextures.
Another one I remember playing many years ago was a first person shooter that felt basically like an Unreal Tournament knock-off, but with vehicular combat. Like it almost felt like Assault mode from UT. I only ever played the demo... I think this was back int he Gamespy/Mplayer days. The game looked pretty nice, but again I can't for the life of me remember the name.

I didn't test it on other systems, but it works perfectly on Windows 10.

F-15 Strike Eagle:
Recently, I've been playing quite a few flight sims recently, but F-15 struck me as the most interesting of the bunch. It was made at that one time where games in general were really simple or surprisingly clever. Further, this was a complex game that only had CGA graphics. Its supposed to be a bunch of missions from various points in the plane's lifespan up to '85, but its vague looking enough that it could be anything. Pain in the butt hitting a bombing target though. The manual also had a suggestion for a mission that they explicitly acknowledged wasn't coded into the game, its just if you're that good at it.
A-10 Tank Killer:
Looking back on this one, I can't help but feel the choice of plane was due to technical limitations. You see, the A-10 is designed to take out tanks, so this bad boy usually flies within spitting distance of the ground. So you have to balance hitting ground targets and not hitting the ground. I found it quite hard to do, but maybe I just suck at flight sims.
Physicus and Bioscopia:
A pair of 20-year-old educational adventure games centered around physics and biology, respectively. I seem to remember them being fairly big back in the day, but I could be full of it. They're Myst-clones where you have to apply knowledge of basic physics or biology to solve the puzzles. Minus certain hotspot issues. Made less annoying by the cursor showing if you've moused over something.
Hunter Hunted:
A slick, graphically ugly 2.5D side-scroller. You play as one of the last-surviving humans and a giant cat alien shooting things in some other alien's deathtrap gameshow. Like The Running Man. There's not much else to say about it other than it has fairly short, coffee break length levels.
Ironseed:
A, for lack of a better term, Star Control 2 clone. Your ship, the Ironseed, fled a techno-theocracy on the planet Mars. You were supposed to return after a short amount of time, but someone misplaced a decimal point, and here you are, hundreds of years away from Mars. Oh, and the crew now consists entirely as digital data. Weird and interesting. There's one flaw though, if you want to get resources reliably, you'll have to wait around in a star system. If you want a good amount of resources, you have to mine them, that requires you to wait for it to be mined. You could go to and from different star systems, but that takes fuel. The in-game wait command only advances half a day at a time.
