Here is another tool from Rich Whitehouse, that decrypts and can re encrypt the progress.ini fie
DNFProgress

now, we just need something to also decrypt the last.sav and last.dcp files aswell, and we will have a a full savegame editing suite :dukecry:

You can open up last.dcp in Notepad++ just fine, so it's down to dcp.sav. Although using the DNFProgress tool has actually nuked my progress (yes, I did make backups of the entire save folder, but restoring them just refuses to work for some reason... the game acts if I just started anyways - probably my fault for forgetting this title supports Steam Cloud and that somehow messed up things).
